Social assistance — where the money goes and what it achieves

Social protection is the state's largest expenditure — €15.09bn (37% of the budget, 2024). Pensions (НОИ) are one half and have their own view; the other is the benefits the Agency for Social Assistance (АСП) pays to households: monthly child allowances, disability support (its budget tripled in five years), targeted heating aid and the guaranteed minimum income. This page shows the МТСП budget by benefit type, the procurement of the group (МТСП, АСП, the Employment Agency, the Labour Inspectorate), and whether social transfers reduce poverty relative to the EU average. Procurement is roughly 1% of the budget — the whole story is in the benefits paid and their effect.
