Bulgaria — budgets by cabinet

Which Prime-Minister / Finance-Minister duo ran the state budget best? This page lays out every calendar year since 2005 with its figures and groups them under the cabinet that governed them longest, so you can see which terms were the most fiscally disciplined.

What's on this page

  • Budget balance — two measures — accrual on the Eurostat methodology (ESA 2010, full period) and cash from the Ministry of Finance consolidated fiscal programme (КФП, the figure politicians usually quote); with the EU −3%-of-GDP line.
  • Overdue obligations — year-end consolidated stock (central government, social-security funds and municipalities).
  • Fiscal reserve — the year-end cash buffer.
  • Who defended and who revised each budget — the finance minister who got each year's budget adopted and the one who amended it — often different people.
