Signals

• Concentration (HHI) — Herfindahl–Hirschman index of the distribution of contracts across beneficiaries.
• Serial winners — companies with a suspiciously high share of contracts in a single programme.
• Debarred contractors — matches against the АОП register of suppliers debarred under art. 55 of the Public Procurement Act.
